Acceptable Use Policy for Internet Access

Approved 11/26/96, Amended 6/17/97, 7/23/02, 3/22/05, 9/26/06

OPERATING PRINCIPLES

The mission of the Pataskala Public Library is to serve the educational, informational and recreational needs of the youth and adults of southwest Licking County by providing free access to a variety of print and non-print materials and related services. We shall further this mission by offering Internet access through the Ohio Public Library Information Network (OPLIN). We endorse intellectual freedom as stated in the American Library Association’s Access to Electronic Information Services and Networks.

 DISCLAIMER

Information through OPLIN or the Internet is not warranted by the library or OPLIN to be accurate or complete. Users agree to hold the library and OPLIN harmless from claims, losses, damages, obligations or liabilities relating to the use of OPLIN and/or the Internet.

 GUIDELINES FOR USE

OPLIN users must obey federal and state laws and regulations, library policy and the terms of contracts including: software licenses, the laws of libel, privacy, copyright, trademark, obscenity, child pornography and materials deemed harmful to minors.

A minor’s parent/s or guardian/s must read our Acceptable Use Policy, sign an OPLIN Permission form and assume full responsibility for supervising access before the minor can use OPLIN. That permission will be noted on the minor’s library card record and confirmed by library staff before the minor can use OPLIN.

Federal law requires filtering software to protect against access to visual depictions that are obscene or harmful to minors and child pornography. Please remember that filters are not 100% effective and are not a substitute for responsible guidance from parent/s or guardian/s. Minors may request that a site be unblocked for bona fide research or other lawful purposes. Filtering will be disabled upon request for adults.

The safety and security of minors when using electronic communication is very important. Before you grant your children OPLIN access, discuss online behavior, our policy and the boundaries you set. Minors should NEVER disclose personal information about themselves or others online, including name, age, school they attend, address, password, phone number, social security number or credit card numbers etc.

Do not represent yourself as another user. Do not alter any settings on a library workstation including the screensaver, desktop icons or browser settings. Do not attempt to change or access files, passwords or data belonging to the library or others. Do not  seek unauthorized access to computer systems, damage or alter components of any network or database.

To protect the privacy and undisturbed use of OPLIN by all patrons, only one user is permitted at a computer at one time. Exceptions must be approved by library staff and will be based on the genuine need of the user (minor with parent supervising, handicapped patron, etc.)

Software cannot be loaded on library computers. Data can be saved on portable media. Library staff must check all portable media for viruses before each use in a library computer. Portable media containing viruses cannot be used. Software and communication from the Internet may contain a virus; never open email attachments from someone you do not know.

Patrons with overdue, unreturned library material may not use OPLIN until all such material is returned or paid for if lost. The associated fines may be paid over time, per library Circulation policy.

OPLIN use is scheduled for half hour increments on a first-come, first-served basis. If a terminal is available, users may schedule additional time after their first half hour. If a user is 5 or more minutes late or leaves their seat for 5 or more minutes, their time will be made available to the next user.

$.10 per page is charged for printing. Printouts are picked up and paid for at the Circulation desk.

We can assist in accessing OPLIN and the Internet but we cannot know all aspects of its use. Problems with specific sites, email accounts or other functions may be beyond the scope of our knowledge.

Violation of this policy will result in loss of Internet privileges. The library reserves the right to adjust availability of access at any time at the discretion of the Library Director.
